I understand your frustration Rex because PCF is so useful, but the entirety of Power Apps is online only. On-premises is Dynamics 365 CE.
You could argue that PCF
could be added to Unified Interface in Dynamics 365 and that this is largely a branding thing, and to drive people to use online services, but it is what it is. Ultimately, on-premises will always be behind on features compared to Microsoft's online services, and the future of on-premises long term is uncertain.
