Tracking emails to CRM records

Does anyone know if users can still bypass filling out certain fields in the 'Contact' form- for example- if they don't open CRM, but just "track" an email to a contact that is in CRM?
My current issue: Some users were just tracking emails to contacts that weren't in CRM so CRM was auto generating a record for them and housing the emails tracked there. So when users got around to actually creating the contact in CRM the system ignored that entry and continued to track emails in the auto generated one! (that was fun to go through and merge)
I had to tell everyone to first create a record before tracking to something not in the system! So now I see that people are "listening" to me by adding a contact name and their email and leaving other info out like company name, address etc.

I went into the form yesterday and made the company name field mandatory in the Contact record. But I am wondering if users can still bypass filling this out if they are only using outlook to track and not actually opening CRM first? We have NOT yet enabled the new outlook app. So they can only track emails or set appointments still in outlook. Anything else they need to be using CRM for.

Dont know if this helps but you can disable the auto creation of contacts for tracked messages in personal email settings

Thanks @Benjamin Terebelo I know that is an option but then it will affect the people doing it correctly to begin with. So I would hate to penalize everyone. Although, that would then force them to open CRM and enter the account or contact first but they still need to track the emails.
