Have you tried clearing the cache in Chrome? I've run into similar issues and ultimately clearing the browser cache worked. Just an opinion, but Chrome seems to have more issues with Dynamics 365 for Customer Engagement than Firefox, Internet Explorer, Edge, or Safari. We tell folks to use Firefox for PCs and Safari for Macs.

Thank you for the suggestion, we have cleared the cache, and actually request the users do so about every 2 weeks due to other issues in Chrome. We have CRM2016 on prem version.
