Depends on your end goal. If you want to get to Dyn 365 (assuming still on-premises) then I would make the change in one go and do all the upgrades.
If you go from CRM2011 and stop at CRM 2013 and then later upgrade to Dyn 365 you'll have two user inteface changes for your users.
A lot of useful features were added in 2015 and later.
So my recommendation is to go the whole way.
Another approach is not use upgrades but instead set up a new Dyn 365 instance and then use a migration tool to get your data from CRM 2011 to Dyn 365. Whether that is more or less complicated than the upgrades depends on the structure of your data and extent of customizations.
Also you will need to consider any third-party solutions you have in CRM 2011 and whether they are still supported in Dyn 365.

I'm aware that the upgrade path from CRM2011 to D365 is upgrade to CRM 2013, then 2013 SP1, then 2015, and finally to 2016, before finally upgrading to Dynamics 365. My question is would it be worth just upgrading to CRM 2013 SP1 for the time being (it's will still be supported by MS) or would the effort involved in doing that mean that the remaining upgrades would be simpler and worth doing at the same time.
