Real time workflows have a choice in the designer of "Execute as: The owner of the workflow" or "Execute as: The user who made changes to the record".
Asynchronous workflows (Background workflows) execute as the owner of the workflow when they are triggered automatically.
I think real time and background workflows will execute as the user who initiated it when run on demand.

If user xy (works as CRM Admin) starts a workflow in CRM (8.2 On Prem), and that workflows changes some records, it seems to me that these changes are made in the context of user xy. Is that correct?
