My advice to Ian (above) depended on both sandbox and production systems being on the same version. I am not familiar with the specific dependencies you identified above. I suspect they are due to the fact your sandbox is not the same version as your production instance.
Given your situation, I do not see a way you can expect to promote anything into production. I think rolling back your development sandbox to a version before the upgrade will be questionable at best - I tried this last year and the entire sandbox would not work - we got an error message that the metadata was out of sync with the database.
I would recommend that you make a copy of your production environment to a new sandbox (call it "staging") and upgrade it, then test promoting your solution into that. Train your users in Staging Sandbox and set a date to upgrade production after the users are trained.

I tried to import my solution from my Sandbox into Production but I'm getting multiple errors on missing dependencies. 0 errors were found when I checked the solution as part of the Export process.
Do I have to upgrade Production to UI before I'll be able to import my apps?

My question today is: how do we move an App from one instance to another?
My organization has not yet updated to the Unified Interface. We are planning to do this in October. The plan is to update our Sandbox Instance and then create an App there. After the App is finished, I can update the Production Instance and move the App from Sandbox to Production so our users can use the new App and it will be immediately available for all their CRM needs.
How can this be done? Is it something that can be done? If so, what tools do we require, if any? I want to make sure I do not need to update our Production Instance first and then start working on an App for them to use.
