The first stage of our Business Process Flow contains 11 fields.  Current functionality executes one of six business rules business rules (all based on a different request type) which show and hide combinations of these 11 fields.  This is okay but it leaves gaps when showing the fields (see attached) which are business unit does not want to see, they want the fields one after another.  Does anyone have any possible solutions to this?

No, a BPF cannot start with a condition. Either you add more stages to your BPF so that depending on the first stage you get an optional 2nd stage with the additional fields, or you move to the Unified Interface (which you will eventually have to do...unless you are on-prem).

Nelson can you explain why the UUI would make your answer different? We are just beginning to explore the UUI so I am not understanding how that would make the solution different. :)

The BPF in the new UI shows the fields in each stage as a drop-down control and hidden fields will not take up space in the drop down, so you only see the visible fields together like William's users want.

Thanks Nelson, that is what I figured.  The next question is could I programattically alter the stage (steps/fields) based on a condition?

Yes, in the BPF designer there is a condition component:
